 Position Summary

The Finance & Procurement Manager is responsible for leading and overseeing all financial and procurement activities within the organization, ensuring strategic management of financial resources, procurement processes, and high-value tangible and intangible assets. The role involves maintaining financial integrity, optimizing procurement efficiency, and supporting organizational growth and compliance

 Major Duties & Responsibilities

Financial Management

  • Develop, implement, and monitor organizational budgets, forecasts, and financial plans.
  • Manage all aspects of accounts receivable, ensuring timely collection of payments and minimizing bad debts.
  • Oversee accounts payable, ensuring timely payments to vendors, settlement of claims, and compliance with contractual obligations.
  • Conduct regular financial reconciliation, analysis, and reporting, providing management with accurate data on cash flows, receivables, and payables.
  • Maintain and optimize internal controls and financial policies to prevent fraud and ensure compliance with statutory regulations and accounting standards.
  • Lead the production of financial statements, management reports, and periodic financial analysis.
  • Support internal and external audits, ensuring findings are addressed and rectified.

Procurement Management

  • Develop procurement strategies aligned with organizational needs, budgets, and standards of value for money.
  • Manage end-to-end procurement processes including procurement planning, tenders, contracts, and supplier performance evaluations.
  • Ensure procurement activities comply with regulatory frameworks, corporate policies, and ethical standards.
  • Lead supplier relationship management, contract negotiations, and vendor performance reviews.
  • Promote procurement best practices, technology integration, and cost-containment initiatives.
  • Facilitate procurement planning for high-value projects and support cost-efficiency initiatives.

Asset Management

  • Oversee management of high-value tangible assets (machinery, equipment, vehicles, property) including acquisition, maintenance, depreciation, and disposals.
  • Manage intangible assets such as intellectual property rights, licenses, and proprietary technologies.
  • Develop asset registers, conduct periodic asset verification, and reconcile physical assets with accounting records.
  • Implement lifecycle asset management strategies to optimize utilization and minimize total cost of ownership.
  • Ensure secure storage and protection of high-value assets against theft, damage, or loss.

Risk, Compliance & Governance

  • Enforce internal controls, risk management practices, and compliance with relevant laws and standards.
  • Promote transparency, fairness, and ethical conduct in all financial and procurement operations.

Reporting & Strategy

  • Provide strategic advice on financial planning, asset utilization, procurement risks, and cost savings.
  • Prepare and present detailed reports on receivables, payables, asset status, procurement performance, and financial health to the executive management.
  • Lead process improvements and automation projects to enhance efficiency.

Perform any additional related tasks as assigned by supervisors or management.

 About You

Education:

  • Bachelor’s degree in Finance, Accounting, Procurement, Business Administration, or related fields.
  • MBA or related master’s degree is strongly preferred.
  • Professional certifications such as CPA and or ACCA, CIPS is a MUST.

Experience:

  • Extensive experience in financial and procurement management systems.
  • A minimum of 15 years of progressive experience in finance and procurement, with a minimum of 5 years in managerial leadership roles, preferably in construction, real estate, mining, or facilities management.
  • Proven experience managing high-value tangible and intangible assets, receivables, and payables.
  • Ability to track job‑costing, revenue recognition (POC), and manage budgets to prevent overruns.
  • Ability to draft, review, and administer contracts, understand liabilities, claims, and variations.
  • Experience in developing sourcing plans, vendor pre‑qualification, bid evaluation, and value‑engineering.
  • Proven experience in building cash‑flow forecasts, budgeting, and scenario analysis for project profitability.
  • Ability to identify procurement/contract risks, ensuring adherence to local regulations and ethical standards.
  • Proficiency in ERP & Procurement Software e.g. Odoo, SAP, Oracle, Microsoft Dynamics, or construction‑specific tools (e.g., Procore, Viewpoint).
  • Proficiency in data analytics & reporting using Excel, Power BI, or Tableau to analyze spend, track KPIs (cost variance, on‑time delivery).
  • Ability to build strong supplier partnerships, negotiate terms, and manage performance metrics.
  • Knowledge in taxation laws and regulations that relate to construction, engineering, real estates, mining and property management spaces e.g. VAT on materials, subcontractor withholding tax, tax incentives, etc.
