Position Summary

The Quantity Surveyor (QS) will manage quantity surveying, cost control, measurement, valuation, contractual commercial support, and financial monitoring for road, highway, building, and infrastructure construction projects. The position will ensure that quantities, costs, payments, variations, claims, and final accounts are accurately measured, evaluated, documented, and administered in accordance with contract requirements, drawings, specifications, BOQ, and approved project procedures.

Major Duties & Responsibilities

1. Quantity Measurement and BOQ Management

·        Prepare, review, and verify quantities for road, highway, building, civil, structural, and associated construction works.

·        Measure earthworks, excavation, embankment, drainage, pavement, asphalt, concrete, reinforcement, masonry, finishes, and other works.

·        Review BOQs, specifications, drawings, and quantity take-offs for completeness and accuracy.

·        Maintain measurement records and ensure quantities are supported by site records and approved documentation.

·        Identify discrepancies between drawings, BOQ quantities, site conditions, and actual completed works.

2. Cost Estimation and Budget Control

·        Prepare cost estimates, budgets, resource cost assessments, and financial forecasts for construction activities.

·        Monitor project expenditure against approved budgets and identify potential cost overruns.

·        Provide cost advice during design development, construction planning, and project implementation.

·        Assess the financial impact of design changes, variations, additional works, and omissions.

·        Support project management in maintaining effective cost control.

3. Interim Valuations and Payment Certification

·        Review and prepare interim payment applications and valuations based on measured and certified works.

·        Verify completed quantities against site measurements, inspection records, drawings, and contract requirements.

·        Coordinate with Site Engineers, Office Engineers, Contract Engineers, and Project Managers to obtain supporting documentation.

·        Maintain payment registers and track certified, paid, and outstanding amounts.

·        Review subcontractor payment applications where applicable.

4. Variations, Claims and Contractual Support

·        Identify and measure variations resulting from design changes, site conditions, additional works, or instructed changes.

·        Prepare detailed variation measurements and cost assessments.

·        Support assessment of contractor claims, extensions of time, disruption, delay, and other commercial matters.

·        Maintain variation and claims registers and track approvals.

·        Coordinate with the Contract Engineer and Project Manager on contractual and commercial matters.

5. Road and Highway Commercial Management

·        Measure and value earthworks, drainage, culverts, pavement layers, asphalt, road structures, shoulders, and ancillary road works.

·        Review quantities generated from road alignment, cross-sections, surveys, drawings, and site measurements.

·        Assess material usage, plant-related work items, and construction quantities against contract requirements.

·        Support cost monitoring for road construction activities and identify significant quantity changes.

6. Building and Civil Works Commercial Management

·        Measure and value building works including foundations, reinforced concrete, structural steel, masonry, finishes, external works, and civil infrastructure.

·        Review architectural, structural, civil, and MEP-related quantities as applicable to the QS scope.

·        Coordinate with design and construction teams to ensure changes are reflected in project cost and quantity records.

·        Support preparation of cost reports and financial forecasts for building projects.

7. Final Account and Project Close-Out

·        Prepare and review final quantities and final account documentation.

·        Reconcile measured quantities, approved variations, payments, claims, and outstanding commercial matters.

·        Ensure supporting records are complete and traceable.

·        Support contract close-out, final payment, retention, and completion procedures.

8. Reporting and Commercial Records

·        Prepare monthly cost reports, valuation reports, variation reports, and commercial status reports.

·        Maintain accurate quantity, cost, payment, variation, and claims records.

·        Provide management with timely information on project cost, financial risks, and commercial exposure.

·        Ensure all commercial documentation is properly organized and available for audit and project review.

About You

Education

·        Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a closely related field. Professional quantity surveying or cost management certification is an advantage.

Experience

·        Minimum 10 years of progressive professional experience in quantity surveying, cost management, or commercial management within construction projects.

·        Demonstrated experience in both road/highway and building construction projects.

·        Strong experience in quantity measurement, BOQ preparation and review, cost estimation, interim valuations, variations, claims, and final accounts.

·        Strong knowledge of construction contracts, drawings, specifications, measurement procedures, cost control, and commercial reporting.
