Position Summary

The General Manager is responsible for providing strategic leadership and overall management of the company's construction operations in Uganda. The role oversees all aspects of project execution, engineering, commercial operations, finance, procurement, business development, human resources, and corporate governance. The General Manager ensures the successful delivery of construction projects while driving sustainable business growth, profitability, operational excellence, and compliance with applicable laws, regulations, contractual obligations, and company policies.

Major Duties & Responsibilities

1. Strategic Leadership and Business Management

  • Develop and implement the company's strategic plans, business objectives, and operational goals.
  • Provide overall leadership to ensure the achievement of corporate objectives and sustainable business growth.
  • Identify and pursue new business opportunities, partnerships, and market expansion initiatives.
  • Develop and implement policies, systems, and procedures that enhance organizational performance.
  • Drive operational excellence, innovation, and continuous improvement across all business functions.
  • Prepare and present business performance reports to the Board of Directors and Executive Management.

2. Construction Project and Operational Management

  • Provide overall leadership and oversight for the planning, execution, and successful completion of all construction projects.
  • Ensure projects are delivered safely, on time, within budget, and in accordance with approved specifications and quality standards.
  • Monitor project schedules, productivity, budgets, and resource utilization to maximize operational efficiency.
  • Review project performance and implement corrective measures where necessary.
  • Coordinate with Project Managers, Site Engineers, and departmental heads to ensure smooth project delivery.
  • Ensure effective allocation of manpower, equipment, and construction resources.
  • Monitor project risks and develop mitigation strategies to minimize delays and cost overruns.

 3. Financial Management

  • Develop and oversee annual budgets, business plans, and financial forecasts.
  • Monitor financial performance and ensure the achievement of profitability targets.
  • Approve major expenditures, investments, procurement activities, and contractual commitments.
  • Ensure effective financial controls, cost management, and efficient utilization of company resources.
  • Review project financial reports and ensure projects remain commercially viable.
  • Support the Finance Department in improving financial planning and reporting.

4. Business Development and Commercial Management

  • Lead business development initiatives to secure new construction and infrastructure projects.
  • Identify potential clients and develop long-term business relationships.
  • Oversee tender preparation, bidding strategies, contract negotiations, and commercial proposals.
  • Strengthen relationships with government institutions, private sector clients, consultants, donors, and development partners.
  • Represent the company during high-level meetings, negotiations, conferences, and industry forums.
  • Enhance the company's reputation and competitive position within Uganda's construction industry.

5. Contract Management

  • Oversee the administration of construction contracts from award to project completion.
  • Ensure compliance with contract terms, project specifications, and legal obligations.
  • Manage contractual claims, variations, disputes, and project negotiations.
  • Ensure proper implementation of FIDIC conditions of contract where applicable.
  • Minimize contractual risks while protecting the company's commercial interests.

6. Governance, Compliance, and Risk Management

  • Ensure full compliance with Ugandan laws, regulations, contractual obligations, and company policies.
  • Promote sound corporate governance and ethical business practices.
  • Develop and implement enterprise risk management strategies.
  • Ensure compliance with occupational health, safety, environmental, and quality management standards.
  • Establish internal controls that safeguard company assets and resources.

 7. Leadership and Organizational Development

  • Provide leadership, coaching, and mentorship to senior managers and departmental heads.
  • Foster a high-performance culture built on accountability, teamwork, integrity, and innovation.
  • Oversee talent acquisition, employee development, succession planning, and performance management.
  • Promote collaboration and effective communication across all departments.
  • Build organizational capacity to support future business growth.

8. Health, Safety, Quality, and Environmental (HSEQ) Management

  • Champion a strong culture of health, safety, environmental responsibility, and quality management.
  • Ensure strict compliance with company HSEQ policies and applicable legal requirements.
  • Promote accident prevention, environmental sustainability, and continuous quality improvement.
  • Monitor HSEQ performance across all construction projects and implement corrective actions where required.
  • Ensure all projects comply with international construction safety standards and industry best practices.

About You

Education

  • Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, Project Management, or another related engineering discipline.
  • A Master's degree in Engineering, Construction Management, Business Administration (MBA), or a related field is highly desirable.

Experience

  • Minimum of 20 years of progressive experience in the construction industry.
  • At least 10 years in senior executive or general management positions within a reputable construction company.
  • Proven experience managing large-scale building, road, bridge, industrial, commercial, and infrastructure construction projects from planning through completion.
  • Extensive experience leading multidisciplinary teams, including engineering, project management, commercial, procurement, finance, HR, HSE, and plant operations.
